This is still an issue for me as I understand that Chinese SOE apply to the central gov for permission to bid for foreign listed assets. They are not permitted to bid against each other publicly as it does not benefit china. I don't see why the current unwritten law would change.

On top of that there is a very limited pool of non Chinese groups that would bid for mining assets in the DRC imo. This is a an issue for AVZ how management can extract max value for holders with limited scope for a competitive bid process.
