Actually, it didn't answer anything.
He said they needed o secure the BOA's to open more doors for lending...which he says is what has occurred.
He is careful not to say the lending has occurred, although that's how it's written.
Obviously, no funding has yet materialized, thus the merits of the strategy are yet to be realized.
