Unfortunately it's a bit more complex that that. RXP has grown primarily by acquisition and that has got it to the point it is today. Another acquisition would need to be "a big one" in order to be material. There is loads of research that has consistently found that most/all the value in an acquisition transaction goes to the seller. I'm worried they would horizontalrelaxation it up.
Also I'm sure the Board has an investor relations strategy; not saying it works though.
The issue is, simply, the market does not trust RXP to consistently deliver and the share price history is evidence of this. Acquisition of The Works is their attempt to fix this and differentiate themselves in a higher margin industry segment.
