why not proceed with the following (when in Rome eh?):
$3.6 Billion - *$600million in development costs for a nice even $3 billion
$3Billion / Shares on issue (let's say 150,000,000) gives us a nice even $20 a share.
Therefore, back of the envelope says "buy" up to $20 a share ;-)
