we can understand something of this from the MSAC submission in 2010/2011 looking at MACI and ACI via Genzyme (note 2 of OCCs CEOs also associated with Genzyme)

in short, the review found that there was not sufficient grounds for an MBS item, based on comparison with existing treatment (not replacement), noting two things...evidence in the literature review not of a uniformly high standard and bang for buck the cost of MACI vs microfracture was tenfold and vs mosaicplasty fivefold. Bear in mind costs for OCC may be different as we are now in 2016.

Summary of clinical review from the link:

MSAC found that clinical effectiveness evidence relying on functional outcome measures suggests that MACI and ACI are no better than microfracture or mosaicplasty in the short term, and imaging results up to five years post-procedure suggest no changes indicative of longer term incremental benefits such as a reduction in radiological changes indicative of osteoarthritis compared to alternative interventions.

MSAC found that the bulk of evidence on functional outcomes suggests no difference in outcomes within the period of follow-up. The bulk of evidence on quality of life and pain scores suggests no difference in outcomes within the period of follow-up. Imaging outcomes at five years are not necessarily indicative of long-term benefit (such as reduced osteoarthritis).

MSAC noted that the application suggested MACI/ACI may potentially be more effective for patients with large chondral lesions (>2cm2), but found that this was not supported by high quality evidence.
