Ideally the fluid would remail liquid through the primary circuit, can't see any benifit flashing off to steam, as 1. it would reduce the temperature of the fluid. 2. it would increase the volume, and therefore the heat exchanger would have to be bigger.
A tonne of water at 240 deg c is more valuable than a tonne of steam at 240 deg C.
