Its a fair question, but one that will be handled appropriately I'm sure.
During my African travels, it was quite common to have the military protect critical infrastructure assets, from dams, power, telecommunications. With the president on-board, it shouldn't be too hard to get army assistance for 24x7 security.
Corruption & bribery maybe ripe, it will be challenging, but its in these countries best interest to get their economy moving. Support from the top will be critical.
