He's not. this is part of his schtick. he's Absolutely owning up to it, its part of the story of how he's working towards reversing it. Its not realistic logistically or economically to click your fingers and cut over you have to build industry's and technology around the transition.
Fortescue is not just a IO company anymore, its a IO/Otther metals/RnD/Energy delivery/Energy manufacturing companies Its putting its money where its mouth is and investing in bringing the rest of the world with it. It cant do it alone, and its profitable for it to do this.
