Simply! Because established businesses having a habit of leveraging monies and other benefits from gullible - all levels of govts - due to govt concern about employment levels.
Many taxpayers whinge about social welfare but overlock the business welfare given to well established companies
In this case it possibly be seen as double dipping - funding and R&D tax write offs!
