    So yes the rebate is the biggest, and you've correctly stated (IMO) it is a non application of tax. The general history of the tax has been to pay for roads, so logically it should not apply to off-road uses. But technically it not linked to road funding....

    the real subsidy is the $2 billion per year.... the largest whack of that went to the QLD coal stations to keep them on online, $1.4 billion.....!!! that's not pocket change...
    A lot of the rest is R&D which is similar to other industries, also loans.... also shared infrastructure... but it is still a lot...
