I dont see any contradiction.
RailCorp clearly acknowledge that its going to take 4 months to train their staff, and where can you find a team of graffiti artist on short notice, its not like they are listed in the yellow pages.
Downer just needs to get the first one there in December, what RailCorp does after that is up to them.
