when a ppa is signed i believe a company will recieve 48 months in which to bring the project into fruition. if you fail you relinquish the right i believe or there are fines imposed by the government. pretty hefty too!

it makes sense holding off on the ppa until funding is interligned allowing the project to begin simultaneuosly with the ppa signing.

ppa will take place on a new or full moon imo.
