Hi Maxxw,
Looking at the % of shares held by the BoD, the share of control is already fairly high and accumulation would only tighten the register further. Thinking like that, it's possible they are leaving room for liquidity in the market and/or for institutions to add/participate (PPK won't be added to indexes, therefore funds, if liquidity is too low) without having to dilute the register to accommodate.
Those are only thoughts...
