What it looks looks like is a new vertical that PPK is not participating in as a JV partner, they can't have equity in every BNNT product coming to market. BNNTTL will no doubt be supplying the raw material, which is part of the business model, they just don't need to be referred to as the supplier in the announcement.
PPK announced a long time ago that they'd been making and supplying BNNT so that would be why this was not announced by them, and since it is a research project, there is nothing sensitive in regards to commercial contracts yet.
This is great news, as it proves PPK is not a sole actor shaping the new industry. This validates market interest in adding BNNT to products to remain competitive.
