You are aware that this is how Dr Morris first found the use for oncology. He has a farm and tested the product on cancers back in his lab. Check out the Novartis website, all the details are made clear on dosage etc:

1mL per 10kg body weight (corresponding to 2.5mg monepantel per kg) for the treatment and control of AAD-sensitive strains of gastrointestinal roundworms, including macrocyclic lactone, benzimidazole, levamisole and morantel-resistant strains, in sheep in Australia.
Anticancer properties were found at 5mg per kg from our testing in phase I. So to get the anti cancer properties it would be 2ml per 10kg of body weight.
It is not a difficult drug to get hold of and administer. It doesn't seem a mystery how a person got hold of it and gave it to their dog.
Why is this being doubted?
