It doesn't make any sense. The program itself doesn't MAKE or PRODUCE anything. It just hands out money to women that have babies.
The only way it could make money is if they tax people or companies a certain amount (say 5.8 billion per year) and the program only costs 4 billion to run... In this case, they've raised 1.8 billion MORE than they needed to.
Are you saying that Abbott's PPL scheme is net positive because it actually taxes more money than it needs to?
