Here's what I do know. Direct Action means a range of measures including carbon sequestration and funding private initiatives.
The Climate Change Institute which is decidedly left leaning paid for the report that has probably got you up in arms claiming that it would require another 4 billion although admits if there were more international offsets that it wouldn't cost more at all.
But the bottom line is...It's a nothing issue currently.
