GM invented bonded NdFeB, and sold off Magnequench 30yrs ago, entire power train for Chevy Bolt imported from LG Sth Korea.
One of the main reasons Siemens JV did not proceed was them moving to out sourcing all but wind gen blades in an efficiency drive triggered by the reduction of subsidies.
NdFeB is a tiny input, no OEM would be distracted into such a specialist area, and who the hell can compete with a 12ktpa metals plant?
Tesla didn't sign up with the Dragon's largest SOE mag maker for their good looks, yet they make their own torch batteries, go figure.
