    From memory, there were no site characterisation groundwater samples taken prior to Cougar getting clearance go ahead at Kingaroy. This failure by DERM was criticised by the ISP. So for a start, one of the 'bones' is that Pratt cannot make reference to any ppm figure "before the trial began" because none exist.
