BTW, I believe that the the use of the term non-therapeutic intends to convey that the product is intended to be used as an "over the counter" product without necessarily involving a vet. It's pretty clear though that the product is intended to "treat" mastitis as an alternative to antibiotics.
As I said, I'd be very interested in your take on this after having a look at the linked data.
