it says Dec half, meaning it wont be before July, and it due some time after that.

depends on the conditions, the rig is obviously delayed also at their present job

the only good news here is that if the rig had of been at site and then delayed it would be a disaster.

where ever it is at the moment would be costing them heaps.

I think they will make sure that when the rig gets to PEL there will be a small chance it will be stuck there inactive

Yes bad news, but if the rig was there it would have been much worse.
