Yes,and no. In simplest terms we are not allowed to sell say 30 or 40 % ( the oil from the very recent,substantial finds) for about 90 days.... but if there is enough storage capacity at CVNs leases for the non-saleable oil (there wont be) in the 90 days then we can sell all the oil in storage as soon as allowed to. If there isnt enough storage the production will have to stop for a bit.
