PART 1 - What doe this mean "company has become concerned about recent activity in its securitiess"

quote "This is not a material raising owing to the size of the capital raising of approximately $5
Million (~6%) ((((but the company has become concerned about recent activity in its securities))))
and wants to ensure the raising is closed prior to any further trading"

I could read this many ways. It could appear some that they expect the price to tank through manipulation hence the comment "ensure the capital raising is closed prior to further trading"

PART 2 - And why would the price stay at 10.5 - 11c for weeks and then hit 13.5 and then 10 minutes later release an announcment

I DO NOT BELIEVE IN COINCIDENCES!!!
