Its not really manipulation, except that it can involve queue jumping.

Lets say you are asking $4.10 for your shares, and there are five other lots ahead of you also asking $4.10. Normally your shares would eventually sell at $4.10 once the other five sellers ahead of you get rid of theirs, - assuming all sales at $4.10. No problem with that.

But suppose you are number six in the queue of lots at $4.10, and your own broker suddenly gets a buy order at $4.10. Lucky you, your shares will be crossed and sold, while the other five sellers ahead of you watch in awe.....

Its frustrating, but is still legal..
