Looking at the original CNMC proposal, it was for $252m in equity, and a bank guarantee of $119m, for a total funding requirement of $371m (phase 1)
If LYC was to do a 1:1 rights issue at 60c, they would raise $380m Problem solved.
I suspect they will still want to throw CNMC a bone, so issue them 15% at 60c - Another $190m raised - comfortably funds phase 2.
Shareholders happy, FIRB probably happy.
LYC Mgmt, lets get moving!
