this "public interest" thing, is a interesting concept. company B, could object against company A, being granted a lease (or whatever), in the public interest - eg that the lease was the domain of the one legged frog - that might be in the public interest - against company A, but what if the next applicant to the lease was company B mmmmm - they might actuall get the lease. of course, watso might be wrong in his understanding of the matter
