Permanently would be better though. What was wrong in the past...if a country wanted excess goods from another, there was nothing stopping the trade and full employment in productive work was retained in the home country.
Free Trade agreements are anything but free. The multinationals vie one country off against another, while the countries themselves race one another to the bottom of the heap.
