I assumed too much.
Start with Racial Discrimination Act 1975.
The dictionary is not referring to cultural differences at all. Don't know which part of your head you pulled that from.
It defines racism as the belief that "human races have different characteristics which determine their respective cultures..."
If you're not on the p--s,then you better go to bed and have another look at it when you're with it.
