No they haven't. And you are correct, the chip is still in design phase.
The article is misleading. The statement quoted above "BrainChip has now started to commercialise its Akida chip". Could be more accurately rephrased as Brainchip have attempted to scope future sales pipelines for Akida, the nueromorphic system on a chip which is still in it's design phase and has not yet been developed. But that's a boring story, right?
