A few things wrong with that assumption:
1. It's illegal to share price sensitive information with a select few. Information such as development & commercialization of the chip would have to be announced to market.
2. Even if they were breaking the law "to support an upcoming capital raise" why would they? It would be more beneficial for them to release to market, causing the share price to rise and hence less dilution for the cap raise.
I think it's most likely sloppy journalism.
