tringuyen, the difference is, and it's a big and probably the most important difference: the building is a sure thing whether it's report on structural integrity is positive or whether they have to redesign it but it's definite that they can/will do it.
With BUY/MMR, even if they get the full go ahead etc etc, the resource is POTENTIAL. That means there is no definite that they will pull anything commercial out of it, this is the real gamble.
Be careful placing too much emphasis on the CSIRO report, I've never seen an oil company explode on anything like that, it's when (if) they make a find that they will take off.
