I think the plan IS to issue just enough capital to keep consort under 20% (to do this the sp needs to be 3c or under for the AIM allocation). I also think consort would like to be as close to, but not over, 20% at all times, hence all the 2010 oppies that can be used to top up their % when need be, and for only 5c a pop! I think given future dilutions, keeping consorts share at around 19.99% is going to be a real-time undertaking, with the 2010 oppies being the vehicle. (all JMHO)

At no time will the issue of securities pursuant to this Resolution result in Consort holding 20% or more of the issued capital of the Company. If this occurred, the Company will refrain from issuing the Shares that will result in its shareholding exceeding 19.99% in the Company until further Shares are issued to third parties.
