I thing point 81 sums it up mostly. There's a lot fo lawyer speak in there, but that's my take on it.
It seems like this "pre-discovery action" was basically a request for documents from Q/H from AGS so that AGS could make a case that they were being treated unfairly (ie. relating to the proposed cost of production). And the judge has said, you already have plenty of information to make that case if you want.
