I recall reading in an earlier APG Report that the originally designed plant would generate $7 million in revenue per year.

I can't "put my finger" on any APG guidance about revenue from the substantially increased plant.

I know revenue will ramp up slowly (hopefully in the December 2013 as planned) and I assume that this current quarter will involve some ongoing plant expenses.

I'm keeping my fingers crossed that APG might just get over the line without the need to raise more cash or that finance might be advanced in anticipation of incoming revenue.

Anyway, things are looking up whichever way you look at it.
