Not as silly as it sounds. In US areas of total gun ownership, there is virtually no crime or violence. THOSE occur mainly where only the baddies have guns, like Australia.
If everyone has a gun, baddies behave like goodies because they dont want to be shot, and no one pulls a gun out because if they do, they might get shot for being a baddie.
Same with nukes. The new kid on the nuclear block has to first fire off lots of missiles over other countries to prove to them that his missiles work. Then he can fit a nuke on each and no longer has to fire any and only parade them in their hundreds on special days. You dont fire a nuke at anyone, you just "have" them, see. If you fire a nuke at anyone you'll get nukes fired at you and turn you to dust, or glass.
So all nuke owners just sit around with their nukes and live peacefully, only threatening those who dont have nukes but are aspiring to get them. If you dont have nukes, you can get invaded by those who have nukes and get hung or have your head cut off. So maybe, in the interest of world peace, those who have lots of nukes should give some to those who dont have any, so everyone can sit around with lots of nukes each in peace.
