I just remember one major Defence deal where all outside indications were a particular company had won. They literally had the champagne on ice ready for the announcement. You can guess what happened, the bidder nobody had considered took the honours. Loser drinks just dont taste quite the same.
I can see several strategies from here that are not the one you think, so I'll drink my champers when the offer is real, and booked, and keep my eye on things in case it isnt.
