I think this is a case of something is better than nothing. This is at least the third project to increase utilisation of their equipment - with the aaNet $5 plan and the Dodo agreement also springing to mind. I wouldn't be surprised in the least if certain exchanges become illegible as capacity becomes a problem and ultimate push those connected to a monthly plan.
All that being said it is a good idea and a fantastic opportunity for those on a fixed income or ultra-low-volume users.
