BB there are 'fair use' exemptions under the CR Act.
My understanding, and this is NOT legal advice: You should be able to quote from the report, if you are discussing it, but the amount quoted needs to be proportionate and relevant to the discussion purposes.
Therefore if you were doing a commentary on the report (e.g. of the adequacy of it, possible omissions etc. you should be able to discuss some matters contained in it for the purpose of the discussion).
Journalists for instance, are allowed to quote from the works of others but they must show what is their commentary and what is from the original source, and give attribution of the source.
