Matt - I think you are right with the observation that there has been a quantum shift in SDL approach. (with more confidence) No hint of Chinese reliance and a much broader picture regionally with new partners. I wouldnt have thought the Chinese scored a lot of points with the Africans via the CDB/NDRC/Hanlong fiasco. The Chinese are probably in the "who cares" basket. However, you wouldnt rule out a late TO run once all locked away.
