I suspect the sub-holders have been hedging their bets by using small amount of their holdings to suppress the price.
If deals come through, they will make heaps from their current holdings and options.
If capital placement comes first, they will get more shares and options in depressed share price.
Win win for them either way.
Not a bad time for small holders to accumulate I guess.
