That sort of knowledge is above my payscale. However it would be a safe bet to assume that what you say is correct. Just the cost of insurance would have gone through the roof IMO.
All of which places great responsibility on operatorship. That is why it makes what happened on the Deepwater Horizon in the GOM so incomprehensible.
