Alimur, I wonder if we will ever know. For those that have read the various works of sun-tzu this could indeed be a case of feigned incompetence to serve as a delay tactic. Although I cant attribute any author there is of course the saying "You don't need an elaborate conspiracy when basic incompetence will do". Are COP legal team incompetent or FAR? That is the question.
