    They do not award compensation, they simply arbitrate.
    It is either yes or no.
    WPL do not want to see this go to arbitration.
    FAR have nothing to lose and everything to gain.
    WPL are like a shag on a rock watching on helplessly as COP & FAR conduct a staring competition to see who blinks first.
