I seriously doubt the pressure vessel testing would be done onsite for a lot of reasons, I don't think that was ever the intention.
If you test these things and they fail, they can explode. They'd also probably have to test it with the same or similar gas/whatever as it was intended to carry to cover for things like temperature etc.
