If negotiations are continuing with Viking and others then that is commercial reality. Those who don't like it should sell up (perhaps they already are)
I can't emphasise too much such processes take a very long time getting everyone to agree. Even in government. Just ask anyone in Defence about buying a new aircraft.
And how's this for agonisingly slow...a bloke in Canberra who was involved in it said it took two solid years for the States and Commonwealth to agree that a STOP SIGN meant STOP AND GIVEWAY.
