Why on earth would the board directly specify the importance to vote for the extra fund raising capacity to 25% and stress how important this is to then not use it?? seriously.
look at the last raise that was done around 7cents a year or so ago, copy and repeat, no coincidence we are nealy back to that exact raise price!
