I believe Regal still has around 10 million shares, yes there is a small chance Regals Prime Brokers, Citi & Merrills (BofA) , are also holding stock for other clients, but will be a few million shares MAX, Regal has always skewed its selling into month-end for some reason, but with only 10 million shares left it should be fairly easily absorbed.
Technically still waiting for a two close above 4 cents. MGT below 35 cents is a concern for mine (hope to see it back above ASAP) . There does seem to be room for a grinding move to 5.1/5.7 zone again at some stage for HIO
