if the delay is because they are creating a jump condition event to get above 6 cents and reduce HIOs cost of capital then we are all happy. if the delay is because they are journeymen lining up a capital raise at 3 cents on the back of a lazy investor presentation with no meat to it then that would really suck. a break or not of 4.6 will tell us what has happened
