I'm not sure that you have this right.
LDA have been shown as having the shares by virtue of their position in the top 20 shareholders - check the other HIO threads on this.
The price paid for the shares is the 30 day VWAP, but my understanding is that LDA pay that price for all 25m shares. How many they retain is up to them. I don't think it's like a cap raising.
