Notwithstanding any possible increase in Govt funding, I think you will find that it is always kept at a marginal level that is only just sufficient to keep operators in business. It has been this way already for decades. Hence, EHE has to look to value add services paid by its clients because there is a limit to how much efficiency can be gained from scale of activity. The most profitable operators have been those who provide retirement villages and sell licences to occupy. In a era of rising property values, they have done very well but we can expect that to change going forward IMHO.
